Starter kings always have low stats. Higher stat kings you see are Groupies from May event, trained a lot to have higher stats before they're kinged, or bred lions bred from high-stat parents.

Stats are trained with hunting for females and with patrolling for males; if you patrol a male lion from 2 years to 14 years, many times a day, he can gain up to 3000 stats! It depends on luck and how much time you can patrol him per day, so the number can be lower.
Females gain stats from hunting and can get 1000 or more stats in their lifetimes, also depends on how much you hunt her per day and how lucky she gets.

In short: working hard is the key. The more you work on a lion, the more stats they get. Although stats are really just for pretty numbers on a page, they have no practical uses in game.
