Are you referring to CSS, like custom den pages? If so, you can find some free CSS in Stockpile > Layout & CSS Sales. If you want to code your own, there are a lot of really helpful tutorials out there, like this one by Katie.
To add the link, you'll just take the link provided from whatever template you may be using, and put it into your territory description. It will look something like this--
<*link rel="stylesheet" href="Link to code"*/> (without *)
Most are Dropbox links, and also come with instructions. Here's what a Dropbox link will look like-
"https://www.DROPBOXLINK.css?dl=0"
For these, you will replace the "www" with "dl" and the "0" with "1".
Your finished Dropbox link will look something like this-
<*link rel="stylesheet" href="https://dl.DROPBOXLINK.css?dl=1"/*>
