This is by design as Hybrids have a slightly better chance of passing only their corresponding Hybrid marks (Leopon: Mottled Rosette; Tigon: Mottled Stripes) than non-hybrids; players usually try to use studs with MR for Leopons when planning to use Ochre Gnawrock on 1x non-MR rosette per parent to increase the chance of triples+ further, it's still not perfect because it is a slightly elevated chance.
