Suggestions: I recommend asking the artist for files that are easier for you to color, the lineart is awesome, but the coloring really isn't, I recommend just getting the lines meaning no coloring on a transparent background so that it's easier for you to color.

I personally use Gimp, because I'm too lazy to buy a program, I color my adoptables with a Mouse the majority of the time so I think you'd be good at that!

Do you have an IPad or anything like that?
You know all that blocky space around the lines and stuff? That's super easy to get rid of. I don't know what program you're currently using, but I definitely would suggest Medibang Paint. It's free, and it can be downloaded on both a computer or a tablet (I suggest a tablet, I personally find it easier to use on my IPad.) If you import those lines (the first image you showed) into the program, a box will come up saying, "seperate lines?" or something similar. Click "yes" and the lines will be seperated from the color. Just make a layer and put that one under the lines.
You know the "magic wand tool"? On your new layer, just click outside of lines. and then go to the "select tool" (it looks like a square with dotted lines) and options will come up. Click "invert selection". Still making sure you're on your new layer, instead of being outside the lines, the area you're coloring will now be inside the lines, without all that blocky space! Just color in everything a solid color. Then click out so you're not using wand anymore. There should be an option somewhere on the screen called "alpha". Click that, and then whatever you color will automatically never go outside the lines, and it will look clean and perfect!
