In my opinion, no, that's not worth what the dwarf would be worth.
I think most dwarfs sell for 15-25 GB, since your dwarf is older, maybe closer to the 15 GB end.

The value of what was offered is only about 7 GB and maybe 700-1000 SB

She's not a young dwarf but I wouldn't take that offer, unless you have a personal use for the items. Big cat headwear and lucky foot are only worth a few hundred sb. Astral blessing was available for free through the july event and is only worth a couple gb tops since it's a mane app (very hard to sell unless you have a use for it).

That's a much better offer.
Meat pies are worth 2 GB per use it has left, meaning it can be worth a total of 10 GB if it has 5 uses.

The Pink Pearl and Flower Ornaments decor is worth about 5 GB I believe

No. The only worthy thing here is the meat pie, and it's not that worth. Your dwarf would be worth, at least, 15-20 GB. That offer is an extreme lowball.

If they add on that extra stuff to the previous offer, then it's worth it imo.
The first offer was worth about 7 GB and some change
If the meat pie is full uses, then the second offer adds on another 14-15 GB or so

It all depends on what you want. I value energy items highly because I use them all the time, but it depends on what you want out of this trade.
Plus if you decide you don't want to keep the meat pie, you can always sell it for straight GB instead.
