A sex changer only changes the gender of the lion, not the mutation.

Unless the mutation itself is sex-specific, it will not wipe the mutation.
It will work on a felis, but if used on a smilus for example, he will turn into a normal female.

I believe only males pass down the primal trait, anyhow! I was sad to learn this tidbit, as that makes my female primals basically paperweights LOL.

Felis can't produce ferus variation. Ferus cubs come from a ferus parent (male or female in this case)

Where would one get one of these, like... are they from exploring (probably not but I have to ask) or like a shop or something other than the trading center

Kufkuf, the Primal mutations have different ways of obtaining them.

Normal Primal comes from an Applicator in January event. You get currency in explore to buy one.
Felis and Smilus are breed-only variations, they can only be bred from another Primal lion.
Ferus is unique, it comes from a special very rare item - Mukombero - found extremely rarely in March event. When given to a lion it guarantees a cub in next litter will be a Ferus, and then it can pass down Ferus mutation.

As for Sex Changers, both kinds are sold in Oasis for 1 GB each.
