It depends on the age of the lion that you want to freeze.

If it's a cub, you'll want a "Jellyfish" that can be purchased from other players or won from the Slots mini-game by acquiring a jackpot prize. The cheaper way would be to use a "Canopic Jellyfish" from June Event - however, it's best suited for cubs that already died due to lethal genetic mutation - once such a cub dies, it is stored in your pride dynasty and you'll be able to revive it by the Canopic Jelly - however, it will be frozen so you cannot do anything with the cub other than name changing, customizing and decorating.

As for adolescents and adults, you'd want to use to "Turritopsis Jellyfish" from the Oasis.

Keep in mind that for each frozen lion you want to have, you'll need a "Frozen slot". This can be bought on your profile page, in the same place where you buy sub-male slots or territory. :)
