It greatly depends on what you want in a heir and the kind of player you are. If you want to fully customized them, I would start pretty early to ensure you have everything needed for it. If you're just looking for a heir, around 12-13yrs gives you enough time to find one that's decent, in my experience. That doesn't include the age, training, etc needed for the heir. Generally, if you know what you want and the kind of heir you want is easy to get, there's no shame in waiting until the 13+ year to get it, but if you want something specific, I'd say anywhere from 10-13 years for your king (gives you plenty of time to find an heir, but also time to train them up if you find one quickly!)

I tend to be pretty early when it comes to getting heirs, I start looking around the 6 year mark and start actively buying and training around 8 years (typically I buy cubs or young adols, not adults, so I can afford to let them age and patrol/train them often).

I'd say keep an eye on the market if you have some traits in mind, and see if you'd be able to afford it (for example, a "potato" lion costs almost nothing, while a rosette lion can cost you quite a bit of GB if you're picky; breed-only markings and bases tend to lean towards the costly side)! If you can easily afford the heir normally and aren't attached to a specific lion yet, I'd say wait until 12 years to grab one, but if there's a specific lion or something you have in mind, looking earlier is a good bet!
