I'm confused about markings inheritance.

I had assumed that markings from the parents had a chance to inherit in the same slots as the parents, but that the offspring couldn't randomly develop new markings if the parents don't have it.

Yesterday I had a cub born who seems to prove that wrong, as she has Inverted Heavy Rosette White in slot 3, while the dam has Vitiligo 3 in that slot, and the sire has nothing.

Is this a bug that I need to report? Or do I simply not understand how it works?

It's not a bug! Rosettes are special markings in that they have a random chance to appear on any cubs when they are born, even if their parents did not have a rosette in that marking spot.

It's rare, but as you have experienced, it does happen. I've had 3 random rosettes myself.

Yes she can pass it to her own cubs, but rosette pass rates are small from parent to cub. Just as it is to get one from non-rosette parents.

Yep, the cub will be able to pass it on to her offspring. However, rosettes have a low chance of being passed -considerably lower than normal marks. If you want to ensure the mark passes, you can use an Ochre Gnawrock. Otherwise, it's all up to luck.
