Yes, you are allowed to use backgrounds/assets from Lioden if you're using it for CSS making on Lioden itself. If you were to use such CSS off-site, it's best to make sure that you're crediting Lioden for the background/assets in your bio on that site. The safest approach would be to ask the admins directly (through PMs or the "contact us" form) if they would be fine with their assets being used in such way.
