Yes, though it may be pretty expensive to do so, with the full cost depending on how you go about it. After you decide on a design, you can either:

Start with a piebald lion with as little heritage as possible, and purchase marking removers/applicators as necessary.

OR

Create a custom lion and use a Mutie on Demand: Piebald on her.

Note that piebald apps are very expensive currently (they must be bought from other players unless the Black Friday sale is active, where one of that year's new Pie/Patches apps will be included as a bonus when spending $50+ in one transaction buying GB), so I'd advise taking the first route.

Know that you can preview all piebald/patches patterns in the wardrobe, though you may have more trouble finding a lion/app of one pattern than that of another pattern. Be prepared to spend a while searching if you want your custom lion to have a very low heritage, and be prepared to spend a lot of GB if you want to buy a pie applicator.
