The FAQ explains inheritable mutations extremely well! Here is an excerpt:

"The only genetic mutations are Dorsal Fur, Leopon, Overgrown Fur, Patches, Piebald, Primal, Primal (Felis), Primal (Ferus), Primal (Smilus), and Tigon. All other mutations are not genetic, meaning they cannot naturally pass and must have a Lion Scrotum used on the mother (as well as any possible additional breeding items) in order to potentially pass down to her cubs. There is no guarantee that a mutation you have in your pride will pass down to your cubs. Similarly, studding to a mutated king or reverse breeding to a mutated lioness does not guarantee mutated cubs.

Lions with the Dorsal Fur, Leopon, Overgrown Fur, Patches, Piebald, Primal, Primal (Felis), Primal (Ferus), Primal (Smilus), and Tigon mutations can still produce cubs with other mutations, but these are the only mutations that have a chance to naturally pass down to their cubs without the use of any additional items.

Dorsal Fur, Patches, and Piebald can pass from both mothers and fathers, even when bred to non-mutated lions, or bred to lions with other mutations. Leopon, Overgrown Fur, and Tigon can only pass from the mother if she has this mutation. Only Primal, Primal (Felis), and Primal (Smilus) fathers can pass down their mutation (and these three Primal variants) to their cubs; lionesses with the Primal and Primal (Felis) mutations cannot pass these down to cubs. However, both Primal (Ferus) mothers and fathers can pass down their mutation (and all four Primal variants) to their cubs."

Other mutations can pass with the use of a Lion Scrotum, but it is often not financially worth breeding these muties this way, as they have low value. Some muties require a Lion Scrotum and additional requirements, such as mane shape or being female.

By mutie marks do you mean the mutations or the specific hybrid marks (mottled rosettes and mottled stripes)?

lion meat, gmo cow, cotton root bark, lion scrotum are some items you can use to increase your chance of a mutation in a cub being born

It depends on which mutation! Certain mutations can naturally pass (patches, piebalds, Dorsal Fur, and Primal Ferus). Others, such as Primal Felis, Smilus, and the plain Primal can only be passed by males. Tigons and Leopon females can pass on their mutations to their cubs, but it is a low chance (10% for first gens, 5% for any other gen). Overgrown Fur can also only be passed by a female. Any other mutation needs a lion scrotum to be fed to a female lioness with a mutation in order to pass said mutation.

This might be a little confusing, so feel free to ask me to clarify or make a chart ^^
