If they're younger than 5 months old, then they're still nursing and can't be sold separately from their mothers.

Otherwise, the most common reason is them having roles (hunter/broodmother) assigned. With females you can assign the hunter role even to cubs/adols, and any role prevents them from being traded. So you just need to remove that first, then they should show up and be tradeable (unless ofc they're not eligible for any other reason - still currently out on a hunt, still set up in a hunting party, pregnant, trade cooldown, etc)
