You can use paint to resize it by importing the picture, clicking 'resize', and then putting the exact definitions you want in. If it's coming out grainy or fuzzy, that's unfortunately the cost of compressing an image. It's really hard to save every bit of resolution when you squash something down or blow it up. The best thing to do is to try to make the icon in proportional definitions (like if you need something in 10x10, make it in 100x100 and shrink it down to 10x10.)
