If I am understanding your question correctly, the answer is no. There is always a majority chance of getting normal cubs even if both parents are muties. Example: My current Queen is a Primal. I have a couple of primal lionesses in my pride. If they mated there's a high chance the cubs will be normal, and a slight chance of a primal mutation.
So just because both parents are muties, doesn't mean you are guaranteed a mutie! The only way to boost those mutie odds would be to use breeding items such as pennyroyal, lion scrote, etc depending on which mutie you're trying for.

Congrats on the dwarf lion! I love dwarves! If you really want a dwarf like the mother, the best choice at odds would be to use a lion scrote. That's what I used and ended up getting my first bred dwarf! But even with a lion scrote there's only a slight increase (I think like 45-55% chance) so everything is just about luck, really. If I remember correctly, it was apart of the May event.
But the only way to find them now is through the branch or the trading centre. I tend to prefer the branch because there's typically more product for a slightly lesser price.
If you have any rare items, apps, or lions maybe you could sell them for some gb or sb? If you don't wanna do that, it is perfectly fine.
The only advice I can really give if just montier the branch/trading centre for a few days and see if you can catch a slightly lower price. Lion sctores are typically around 20 GB ^^

Important to remember, Lion Scrotums dont "increase" the chance of dwarf to pass, they "enable" it; without a Lion Scrotum, a dwarf cannot pass her mutation at all! So its not optional.

Oh yes thank you! I’ve been trying to get a lion scorte but everyone wants at least 25000SB or 25GB and I’m broke and don’t have enough so yayyyy….is there any other way I could get a lion scorte like idk in explore or something?
