Its not the visual UI that is getting updated; they're re-writing all of Lioden coding to a more modern and stable code, and that takes a lot of time to re-write every code and script in the game, there are literal thousands of them! It all goes the way it should, its not a fast thing to do.
As for new bases and items? Artists and coders are different staff members. Artists cannot code, coders cannot do art; each team member is doing what they are best at. Coders are busy working on the recode - notice that while we do get a lot of art content, we do not get any new "coded" features, no new minigames, no new mechanics on the game, etc. And artists at the same time keep expanding the game so that users always have something new to look for, so the game keeps people interested and thus, keeps getting income - to pay both coders and artists for their work, and to pay for servers to keep the game running.

It in fact does - until the recode is complete, mutation decors are not possible. Current equpping system does not recognise if a lion has a mutation or not! So there is no way to make decors recognise mutations, because there is simply no way the equipping script to check this variable on the lion without recoding the entire equipping script - which is, what is going to happen in the recode, but will only go live once its complete. Admins cannot dedicate their time updating an old outdated script, that will anyway be changed by the recode!

So if primal/mutation compatible decors will ever be possible, it will only be possible AFTER the recode.
