I've never used one b4. I did try but it didn't work and I couldn't get a clear explanation on how to do it. most people just give you a link and say "remove this, and put this here". tried that, didn't work. I just need a clearer explanation. ty :)

<link rel="stylesheet" type="text/css" href="CSS LINK" />

This is the code you need. All you have to do is copy and paste and follow the steps below with the Dropbox link!
This is what a normal CSS link looks like. This specific CSS link was slightly exited to protect one of my CSS from being used.
https://www.dropbox.com/s/b6sh5hszhealkvg/NAME_OF_YOUR_CSS.css?dl=0

Replace the www. with dl.
https://dl.dropbox.com/s/b6sh5hszhealkvg/NAME_OF_YOUR_CSS.css?dl=0

Or you can save
https://dl.dropbox.com/s/

Can copy and paste everything past the /s/ on all the CSS codes. For the link above it would be
https://dl.dropbox.com/s/b6sh5hszhealkvg/NAME_OF_YOUR_CSS.css?dl=0

I personally use Dropbox because it is easy to host the links, and you can use Dropbox Basic for free.
