Quing
In case you didn't notice, that is a combination of both queen and king. Now why is that? Well, the merfolk's ruler is a hermaphrodite. Although having both sex organs isn't all that uncommon, the quing is required to have them. Who knows why, it was some sort of tradition way back when there weren't any proper land-dwellers. Any way, the quing is mostly the face of Protou just making announcements, listening to/helping the common merfolk and going to ceremonies/blessings, though they are the final decision maker on new laws.

Royal Advisers
There are two royal advisers that are hand picked by the ruling quing, they are the ones really in charge. The first one, who must be of noble blood, is in charge of choosing whether or not an important law gets to the quing, arranges political meetings, oversees new installments and so on. Basically anything to do with social, political and economical affairs. The second adviser is a senior warrior, they have to have been employed as a warrior for at least ten years, and sees to keeping the military is in tip top shape and makes the final decision on whether or not to go to war and leads the charge, but at the end of the day is the brain of the operation.

Heires
A sad attempt at combining the words heir and heiress, the heireses are simply the offspring of the quing the first one born as a hermaphrodite will become the next ruler. However it is well known that they will often times murder each other in order to be quing and in order to get rid of evidence quickly, it's rumored that they will eat their siblings who are able to become quing.

Nobles
Distant relatives of the quing or simply pure blooded deep sea fish, they are the first to hear about new law suggestions and will debate whether or not it passes their standards before moving onto the royal adviser in charge of such issues. That's really all there is to say about nobles, so I'll move on before I start rambling.
