Hybrid mutations (Leopon and Tigon) can occur like any other mutation, but first generation Leopons and Tigons are very, very rare. In theory, any breeding can result in a mutated cub, and that mutation can be any of the random mutations, that is, mutations that don't come from Mutie on Deman applicators, like Overgrown Fur, Piebald, Primal and Patches, as those require a parent to have it and pass it down onto their cubs.

I'd recommend you take a peek at wiki section about fertility and mutations to about how fertility and certain items heighten your chances at breeding mutated cubs,

As a last note, NCLs don't have higher chances to produce a mutated cub than any other regular lioness, but since you can claim them with them being in heat already, they're handy for quick breeding projects. If you have Dreamboat impression you have a chance to claim lionesses that are in heat and have the Cotton Root Bark effect as a bonus, too, and those do have a higher chance of producing a mutation, but they're rare.
