Tigons are always available and breedable, but the event with encounters that boosted your tigon chances to 0.1% was one time only!

You can breed a tigon from another tigon if you get lucky, or get a first gen from a regular mutie breeding if you get very lucky. However the event that boosted tigon chances was one time only and never again ^^

Tigons were introduced on Halloween last year, and so for the month of November there was a rare encounter in Explore that upped your chances of a random first generation tigon in your next litter. It wasn't a guarantee by any means, just increased odds of only 1 in 150 of getting a first generation tigon. I'm pretty sure it was always intended as just a once-off kind of thing though, and I doubt they intend to repeat it for tigons now they are no longer new and numbers of tigons in game have increased hugely.

It's still possible (though rare) to breed random first generation tigons, and of course second generation tigons from existing tigon mothers. Just the same as with leopons. It's only the boost from the explore encounter that is no longer in the game,

Yes. First generation are just extremely rare. Pretty much the rarest thing to breed.

The vast majority of tigons are second generation, meaning born from tigon mothers, because it can pass naturally just like some other mutations like primal. There's a 5% chance per cub of tigons from a second gen tigon mother, or 10% chance from a first gen. That's how 99% of the tigons in game are bred.
