There are a bunch of topics and guides in the forums here which teach some of the basics of css - this one for example. There are also endless resources online if you just google something along the lines of css for beginners.

It takes a bit of time and effort to learn because it's a skill like anything else. But it's relatively straightforward once you get the hang of it, especially if you already know some html and that kind of thing.
