You cannot change a lioness without a mutation, to a lioness with the Primal (Felis) mutation.
Male Primal (Felis) can be sex changed to females, but there is not a way to apply the mutation. It can only be inherited through the Primal variant system.

There are currently 4 different types of primal. Classic, felis, smilus and ferus. You can get one of those by breeding to a king that has a primal mutation. Any primal king can pass classic, felis and smilus, it does not matter which one they are. Ferus can only be passed by a ferus king but unlike the other variations, female ferus can pass ferus too. Classic and felis females (smilus is male only) cannot pass their mutation.

In the oasis you can buy an item called pennyroyal. This item increases the chance of it being a felis or smilus if you get a primal cub. By breeding a male ferus and a female ferus together and using pennyroyal, the chance of a ferus cub will be boosted.

Classic primal mutation can be added to male lions with an item called Mutie on Demand: Primal. You can sex change the lion after adding it if it's still a cub or adolescent. If it's an adult you cannot sexchange it anymore. This item only adds classic primal, not felis, smilus or ferus.

So if you want a female felis you can either buy it on the trading center or breed your lionesses to primal studs. With that your chance to get a felis instead of a classic primal would increase if you use pennyroyal.

Primal (Felis) can only be obtained via breeding, it's not a Mutie On Demand applicator. But yes, females can be born with it.
