Decor and backgrounds that are used on a lion stay on that lion until they are removed, the uses get used up upon removal from that lion. They cannot be used on multiple lions at one time, since they stick to the lion they're used on.

You should be able to view how many uses the item has left while it's still on the lioness as well I believe.
Just go to your lioness's page, and scroll down to the "Equipped Decors" section. It'll give you the option to rearrange the order of decors or remove decors/backgrounds, as well as tell you how many uses are left on the item.
