There's a Custom Décor creator in the Oasis for 10 GB.
You create the custom décor yourself, there's a list of rules and guidelines to follow here.
People draw Custom Decors and/or commission people for them. They are user made often times. Art.
Edit: People often open the lineart files for whatever mutation/pose they're making the custom décor for and use that as a template to make sure it will fit.

Once you've created and followed the guidelines/rules, you can use the custom décor creator from the Oasis to upload and submit for approval.
