There are two types of sex changers, are you maybe using the wrong one? You would need a Cub Sex Changer for this girlie since she's under 24 months. (Adult Sex Changers only work for lions who are between 24 & 36 months old)
Otherwise, you might need to Mod Box this?

I recently changed her personality so I’m hoping it has something to do with that? I’ll wait and see if it doesn’t show up after rollover.

"If you like an adolescent, but are disappointed by its gender, you can always use a cub sex changer from the Oasis for 1 Golden Beetle (GB) to switch it to the opposite gender. However, the item is no longer able to be applied once the lion has hunted or patrolled"

She has 29% in her training bar.. Have you sent her on hunts with your females? That might be why she can't be sex changed anymore :(
