html is used for content and css is used for design! The best way to explain it would be to look at my den. The design(aka the color changes, rounded profile, background) is made from css. Html is mostly used in forums(can also be used in dens) like this!

Its similar! Html coding is pasted directly into the forums/box while CSS is imported using a website like dropbox and using a code that looks like this-
<*link rel="stylesheet" type="text/css" href="Dropbox Link"*/>

But thats just how its works on lioden im not sure about other sites! ^^

sleepy did a good explanation, yeah! Both are markup languages (not programming languages) that are used to style a website. HTML defines the elements that are on the site, CSS gives them style. You can style elements directly on the HTML, but that's pretty much CSS inside the HTML, to put it in a way. So yeah, here on Lioden, HTML usually goes into forums, and CSS is the stuff that makes dens, branch pages, clan pages and caves/mounds pages colourful! CSS can't be used outside of those places.
