I see the Moderator message in the Sales chat quite frequently about the number of posts you can make at one time. If you can't post more than 3 times in sales chat before your ads have fallen off the sidebar chat, then it needs to be posted in the CoC.

A player shouldn't be getting a warning because one Mod feels it should be 3 when another has posted no more than 4.

A player shouldn't be getting crap like "the standard has always been no more than 3" when there are no standards officially set by the site dictating this, especially when it's apparently the Mods who decide what the "standard" should be at any given time of the day.

A player shouldn't be given some ridiculous reason such as "your ads are taking up the majority of the chat, so you should be posting less frequently" when a majority of the chat would be 13+ ads, not 4.

Here's the CoC on Spamming:
Do not spam the boards or chat. Examples of spamming are as follows:
Posting the same topic on multiple boards
Posting the same topic multiple times on the same board
Posting the same reply multiple times in the same topic
“Private” or 1-to-1 conversations (please utilise the Private Messaging system for this)
Bumping topics (please utilise the Bump Thread button for this)
An identical chat post appearing from you more than once in a scroll to the bottom of the sidebar Chat Box (with the exception of sales posts in the Sales Chat - which are down to moderator discretion)
Linking to a forum topic or lion page in Main Chat more than once per hour

At no point does it limit exactly how many posts can be visible from one player at any given time. If this is an issue, it should be made official and not left up to volunteers to dictate what is or isn't acceptable.

In fact, should probably just go ahead and make all those "unofficial" rules official. Seems silly to have some rules of your site's ToS and CoC hidden from the general public. Seems like a lot of unnecessary work on the Staff to be having to tell every member who doesn't know these "unofficial standards" every time they are breached because there's nowhere else publicly posting them.
