What gameplay feature is this bug affecting?

What's the issue? Please include any error messages you receive and as much detail as possible.
I have the quest to find 15 omens and fight the prophet lion. The prophet lion wasn’t appearing at all and so I thought maybe he wouldn’t appear until after I found the omens. All the omens have been found and he still hasn’t shown up. I’ve went through probably ten energy bars and NOTHING. Meanwhile on my primary account I see him generally at least twice per energy bar. I’ve had the same quest there and never had this problem.

Any links relating to this bug? For example, if a particular lion is bugging, what is the link to that lion?

Please provide us with step by step explanation how this bug happened so we can attempt to replicate it. If it's complex, please include screenshots where possible:
1. Accepted quest from harbinger
2. Saw it was 15 omens and fight the prophet lion
3. Explored but never found the prophet lion, but did find all the omens

EDIT: After so long he finally appeared, but I still think this might be a bug that it took so long
