I've used GIMP for a while, but lately it hasn't really been doing what I want it to :/ If I'm just doodling (and don't need layers) I use FreshPaint, but there's not a layering option.

I'm looking at getting a free (or possibly purchasing) new art program, but I want some opinions of other digital artists :)

Also, if any of you use a Surface Pro 3, let me know because that's the computer I use.

Paint Tool SAI is what I use

It's a definite must-try at the very least. :) It's also relatively cheap

I use Krita software. Looks familiar to Photoshop, it's free. For painters mostly.

i use Paint Tool SAI to color/highlight/shade
Photoshop Elements 8 (came with my tablet) for sketching/outlining/editing/transparency/animations

and then there's GIMP, i rarely use it

I use Paint Tool Sai, you can customize the brushes to make your own. It's also pretty user friendly.

i use photoshop cc, and you can always crack it if you don't want to pay for it. it's really great, honestly i recommend it. most of my closer art/photoshop friends use it.

I've used pretty much everything. I generally preferred these though:

Opencanvas (old free demo and version 3 I think)
Photoshop (Elements, 7, CS2, CS5)
Gimp (latest version)
FireAlpaca (latest version)

OpenCanvas is good to get a feel for layers and what they can do. I didn't have the updated version long so I can't say much.

Gimp is to Photoshop what methadone is to crack cocaine. And once you've tried Photoshop you'll notice the differences on Gimp right away, but Gimp's whole point is to try to mimic Photoshop. Gimp is free, Photoshop is not (except for elements which can come with some products like tablets), though it does have free trials.

FireAlpaca is what I've been using lately, and it is very similar to an oekakis ShiPainter, only with more tooltips and options xD;
Fire is great for quick drawings, or if you want to sample colors quickly (left click vs in Gimp where you need to switch tools constantly @.@).

Sai I didn't get a chance to really use much, but I've heard it is great for vectoring.

There are also a lot of other free things to try out. It depends on what you want to do with art and what is easiest for your set up. I hope that was helpful xD

openCanvas 1.1 and 4.5e Plus (it was a gift for my birthday a few years ago).

Paint.NET is good for transparency, I use it a lot for that purpose.

openCanvas 4.5 is good for the eye effects, blending and all that fun stuff.

I'm an idiot and don't know how to do layers when coloring so... yeah... :(

1.1 I use for my sketching and lineart, and it's free. So that's a plus.
