What gameplay feature is this bug affecting?

What's the issue? Please include any error messages you receive and as much detail as possible.
So for the "Collect 20 Whispers (explore)" my progress counter stopped counting at 9, even though I know I trapped well over 20 whispers by now. I tried refreshing my browser, restarting my pc, logging in on different devices and it didn't change anything for me.

Any links relating to this bug? For example, if a particular lion is bugging, what is the link to that lion?

Please provide us with step by step explanation how this bug happened so we can attempt to replicate it. If it's complex, please include screenshots where possible:
I noticed this when I went to check my progress on my quest, after thinking I had collected enough. Much to my surprise my counter still said 9. So I went to collect more, still didn't change. I logged out, then back in, didn't change. I ran my computer cleaner and then restarted it, didn't change. I let it sit for a day so I could see if rolling over fixed it, and it didn't.
