What gameplay feature is this bug affecting?
Event NCL generation

What's the issue? Please include any error messages you receive and as much detail as possible.
Despite tier two of the event shop unlocking, unlocking event NCLs, these NCLs are not being generated with either of the new traits - Flax eyes or Cloak markings. I initially noticed this when I was hunting for Flax eyed NCLs and simply could not find any. There are current zero lions in game with either traits

Explore will yield no NCLs with flax or cloak. I have searched far and wide
