Idea 1: Has somewhere from a 1-15% (coder's discretion) chance of ignoring fertility, like an unreliable black stallion.

Idea 2: Guarantees more than 1 cub per litter. (If too OP, perhaps 50-70% chance to be more than one cub?)

This seems a little OP, but consider:
-It can't pass naturally. There is no lion scrote for males. As such, it would not take over the market because it would be a natural mutie.
-There are very few male AMPs compared to the females.
-Male cubs are currently EXTREMELY undesired. This would provide a bit of a boost for our unfortunate sons!
